Guides & law: how citizens will find them

The problem

The site already holds real, finished content: the beneficial owners guide, with a voice guide, and the Companies Act. More guides and law pages are on the way.

But the menu does not point to any of it. Today a citizen can only reach these pages if someone sends the exact link.

Three ways to do it

Three places on the live homepage could carry the link. Each was tested on the real site before judging it.

Option 1

A new menu item

Add "Guides" and "the law" as one item in the top menu.

+Always there. Room to grow as more guides and texts arrive.
−The menu is short today, three items. One more word to notice.

Option 2

Under Help & Support

Add guides and law texts to the page behind "Help & Support".

+No new menu word. That page already lists user manuals.
−We opened that page: it helps someone finish a task, and takes contact messages. The law is not support.

Option 3

A card on the homepage

A small card on the homepage, for example "New: beneficial owners explained".

+Impossible to miss on day one. Uses space that sits empty today.
−Works for one guide at a time. Not a lasting home for a growing library.
Recommendation

The pick: option 1 and option 3, together

One menu item, "Guides & law", plus one homepage card for what is new

The menu item is the lasting home. It holds every guide and every law text in one place, and keeps working as the library grows, guide by guide, text by text.

The homepage card gives the beneficial owners guide, needed now, a push on day one, in space the homepage is not using today.

Option 2 was set aside: the page behind Help & Support is for finishing a task and asking questions, not for reading a guide or a law.

What we checked

Before drawing anything, the live site was checked page by page, 2026-07-21. One result was not what we expected.

This does not mean the work is missing, only that the public site does not serve it yet at these addresses. The mockups show every item as it should look once published; anything not yet reachable carries a coming soon tag instead of a working link, so nothing in the mockups points a citizen at a dead page.

What would change on the site

For scoping the build later, not for building now.

  • One new page, at a "Guides & law" address, listing guides and law texts as simple cards.
  • One new line in the top menu, between "About Us" and "Help & Support", pointing to that page.
  • One small card added to the homepage's empty right side, pointing to the beneficial owners guide today; swap it for the next guide later.
  • No change to the "Help & Support" page or its content.
  • Before this goes live: publish the Companies Act 2011 and Beneficial Ownership Regulations 2024 pages at /law/companies-act-2011 and /law/companies-beneficial-ownership-regulations-2024, and the model articles at /articles/lesotho/ — none reachable as of the 2026-07-21 check above.
  • Or launch the new page with only the beneficial owners guide, and add each law text as it publishes.
