Already linked is what was live before today (beneficial-owners only, approved 2026-07-20 — the page the house link pattern was read from). Fixed is a plain-text citation wrapped in a link today, pointing at the exact section or regulation anchor on the law page. Left plain means a real citation with no matching anchor to link to — mostly Schedule or Article references (e.g. "Sch.3 art.77"), which the law pages don't carry ids for; each one is named in sweep.md.
The four last pages are service descriptions drawn by the site application itself, not leaflet files (a plain fetch sees only the app shell; the content appears in the browser). Checked in the browser 2026-07-22: they name the laws (Companies Act, Business Licensing & Registration Act) but cite no article, so there is nothing to link. Linking the bare law names there would go through the application's own code, a separate path.
